I have the honour to inform you that I have just

despatched the following telegram to His Majesty's Minister:-

British Chinese owned steamer "Kunchow" is due

here next week from Hongkong consigned to a German firm to load for Saigon.

Should I not decline to recognise enemy consignees and insist on transacting all the business of the ship with

the master only? Should nåt the members of the German firm in question be debarred from going on board the ship?

The firm is Lauts & Haasloop, the head of which,

Mr. Hassloop, is the father of Mrs. Watson. Could you not pre-

vent the owners from consigning to them, and make them consign

to some British firm? Lauts & Haesloop have already sent one

Norwegian steamer to Saigon doing the business as if it were Chinese under the name of their compradore.
